Having a title trouble

I got new rotor and cap and armature and brushes. Doesn't work. I have tested I am getting 118 volts going into the armature only like 40 at brushes. Is this normal. And why wouldn't it work with all new parts including cap which was cracked that was the only thing visibly damaged to start
